1.0.2 Salient features
- The permanent houses will be constructed in situ and no land acquisition is envisaged under the Scheme.
- Only people with proper title for their house sites will be eligible.
- Kalaignar Housing Scheme houses will be built with RCC roofing and a separate toilet. The area of a house will be 207 Sq.ft. and the unit cost will be Rs. 75,000 per house.
- Like IAY, the houses will be constructed by the beneficiaries themselves and there will be no tendering.
- Three lakh houses will be constructed under Kalaignar Housing Scheme during 2010-11 with a budget provision of Rs.2,250 crores.
- Further individual Household Latrine will be provided under Total Sanitation Campaign for each house.
- The construction materials of cement and steel are issued departmentally to beneficiaries. For each house, 60 bags of cement are supplied @ Rs.200/-per bag, which is lower than the market rate.
- The District Collectors procure steel and issue 155 kgs. of steel per house directly to the beneficiaries.
1.0.3 Mode of Selection of huts
- It is proposed to take up all huts with thatched roof for conversion of permanent houses under Kalaignar Housing Scheme , irrespective of the type of wall (mud, unburnt bricks, burnt bricks etc) of the huts.

Mode of enumeration
The enumeration will be done through a 3-member team comprising the Village Administrative Officer, Makkal Nala Paniyalar and Village Panchayat Assistant in the format prescribed for enumeration (Annexure 1.1) and consolidated in the Abstract (Annexure 1.2). It will be super-checked by officers of both RD and Revenue Departments. Instructions have been issued to the enumerators (Annexure 1.3) and super checking officials (Annexure 1.4). Detailed instructions have been given to the District Collectors for conducting main survey by the Principal Secretary to Government, Rural Development and Panchayat Raj Department, Vide D.O. Letter No.1719/SGS-1/2010 dated.08.03.2010 and 09.03.2010.
- At the end of the Main Survey and Super-checking, nearly 22 lakhs huts were enumerated, and all the enumerated huts were entered in to the Kalaignar Housing Scheme Database, a web-based software developed by National Informatics Centre.
- During the 1st year of the Scheme (2010-11), 3 lakhs huts have been taken up from among the eligible huts.
- The District Collectors have issued pattas to huts put up on Natham Poramboke and Other Unobjectionable Poramboke land.

Huts not eligible for conversion into permanent KVVT
houses
- Huts occupied by tenants.
- Huts used for commercial purposes or for animals.
- Huts that have part thatched roof and part RCC/Tiled/AC sheet/Tin/GI sheet roof.
- Huts that have thatch put over RCC/Tiled/AC sheet/Tin/GI sheet roof.
- Huts whose occupants also own a Pucca house elsewhere.
- Huts, if any, owned by retired or serving Government servants (full-time, part-time, contract appointment, daily wage appointment) including employees of Local Bodies, PSUs, Government Aided Institutions, Boards and other Quasi-Government undertakings or their spouses.
1.0.6 Issue of Eligibility Card
- ‘Eligibility Card’ have been issued to all the 12.92 lakh Eligible, Conditionally Eligible beneficiaries except the beneficiaries selected for the current year 2010-11.
- 93,314 houses have been completed as on 7.2.2011
1.0.7 Kalaignar Housing Scheme Phase II
As per G.O (Ms.) No.6 RD & PR (SGS-1) Dept. dated 11.1.2011, orders have been issued for the replacement of three lakh houses by permanent roofed houses under Kalaignar Housing Scheme Phase II during 2010-11.
