1.3.1 Introduction

The programme of Panchayat Union School Renovation introduced in 2007-08 envisages repair and improvement of all Panchayat Union Elementary Schools and Middle Schools in the State in a phased manner. There are around 22,000 Panchayat Union Primary Schools and 4,500 Panchayat Union Middle Schools which are being maintained by Block Panchayats. Due to lack of proper maintenance, most of these School buildings have become dilapidated. Hence, the repair and renovation of such long neglected school buildings were taken up under this new scheme which was sanctioned vide G.O. Ms. No. 94, Rural Development and Panchayat Raj (SGS4) Department, dt. 12.06.2007.
The detailed guidelines have been issued along with the same Government order. The amendment to guidelines were issued vide Secretary to Government. RD&PR (SGS-1) Dept. Lr.No.40010/SGS-1/07-1 dt. 13.12.2007.
Updated guidelines for implementation of the scheme for 2008 - 09 have been issued vide G.O.(Ms) No. 97 RD&PR (SGS.1) Dept. dt. 06.06.2008.

1.3.2 Brief Guidelines

As per the guidelines, a selection committee consisting of the following members is given the responsibilities for the finalization of the repair works to be carried out in each of the school buildings:
  1. Block Development Officer (Block Panchayat)–Convener of the Committee
  2. Union Engineer
  3. Assistant Elementary Education Officer (AEEO) concerned
  4. Head Master of the Panchayat Union School
  5. Village Panchayat President
  6. Panchayat Union Ward Member Concerned.
In identification by the Committee of the repair works to be carried out, the following order of priority has to be strictly observed:
  1. Priority Works:
    • White washing / Colour washing of the buildings (except those buildings, where white washing / colour washing was done within the last 3 years).
    • Under taking repairs of RCC roof (in terms of putting up weathering course or taking up leak proofing etc.)
    • Repairs / replacement of damaged flooring
    • Painting of Black Boards
    • Repair/ replacement of doors and windows
    • Minor repairs of damaged tiles/rafters/ reapers in buildings with tiled roofing.
    • Repairs of cracks in buildings walls.

  2. Special Works: e.g. Replacement of tiled roofing or Asbestos sheet roofing  by Mangalore tiles
In respect of such works where replacement of tiled roofing or Asbestos sheet roofing is to be taken up as suggested by the Committee, The Assistant Executive Engineer (RD) concerned has to inspect each and every work and verify the type of work which can be undertaken on site considering the building condition and also the cost involved for that purpose. Such cases are to be dealt with on a case to case basis separately and are to be approved by the District Collectors also separately. Totally dillapidated buildings requiring replacement are not to be taken for repair.

The works are executed through tendering process. The Block Development Officer (Block Panchayat) is designated as the tender inviting authority.

1.3.3 Works

In the year 2007-08, an allocation of Rs. 135 crores have been made for renovation of 10,248 School buildings in AGAMT Village Panchayats of both AGAMT 2006-07 and 2007-08 Villages.

After inspection by selection committee and engineers, 10150 school buildings have actually been taken up for renovation and repair at an estimated cost of Rs. 102.59 crores in the year 2007-08. The district-wise breakup is given in the Table  1.3.1 and breakup of components of repair is given in the Table 1.3.2:

During the year 2008-09 around 5000 Elementary and Middle School buildings in AGAMT 2008-09 villages are being taken up for repairs and improvement and Rs. 60 crores has been allocated to carry out works under this scheme.

The Panchayat Union Elementary and Middle Schools originally located in Village Panchayats which have subsequently been upgraded as Town Panchayats and Third Grade Municipalities are still the assets of the respective Panchayat Unions. Hence, during 2008-09, 467 Panchayat Union Elementary and Middle Schools located in Town Panchayats and Third Grade Municipalities are being taken up for repair and renovation as per G.O.Ms.No.139 RD & PR (SGS.1) Department, dated, 28.08.2008. at an estimated cost of Rs. 11.69 crores.
