1.6.1 Introduction
NABARD, following the direction from Government of India set up Rural Infrastructure Development Fund (RIDF) in 1995-96 to extend financial assistance to the State Governments, Government owned Corporations, Grama Panchayats, Self Help Groups and Non Government Organisations for completing ongoing or new infrastructure projects in rural areas. The NABARD has released money under different tranches. Starting from Tranche I in 1995-96, the Bank has released so far thirteen tranches upto RIDF-XIII till 2007-08. Major investment covered under the Fund include rural roads, bridges, minor irrigation structures, schools, health centres and power projects.
In Tamil Nadu, RIDF is operational from Tranche II in 1996-97 onwards. In Tamil Nadu, loans under RIDF have been sanctioned to Government of Tamil Nadu and Department of Finance is the nodal agency for all the transaction connected with RIDF.
1.6.2 Rural roads under RIDF by RD Department in Tamil Nadu
The financing of rural Road & Bridge projects was started during RIDF-II. Funds from RIDF have been used to create new links, convert existing roads into Black Topped roads as well as strengthen the existing Black Topped roads. Roads constructed under RIDF have benefited the rural people enormously, especially the farming community. Improved roads have also positively influenced the quality of life of the villagers in the benefited area.
Projects covering rural roads and bridges sanctioned from RIDF were executed almost entirely by the Rural Roads wing of Highways Department till RIDF-XII except for Project 19 under RIDF-V and Project 23 & Project 26 under RIDF-VI, which were executed by the Rural Development Department.
Under RIDF-XII, Rural Development Department has undertaken execution of the work of strengthening of 857 Bus plying Panchayat / Panchayat Union Road in all the districts except Chennai at the cost of Rs. 124.84 Crores as per Government sanction received vide G.O.(Ms) No.118 RD&PR (SGS-II) Dept. dt. 14.9.2006.

Under RIDF-XIII, Rural Development Department has undertaken the work of Upgradation / Construction of 1491 Panchayat / Panchayat Union Roads which are in bad condition, which lead directly and indirectly to or which are in the vicinity of the Anaithu Grama Anna Marumalarchi Thittam (AGAMT) Villages taken up during 2006-07 and also the link roads which are important to Industries, Tourism and from marketing point of view to such villages, in all the districts except Chennai at a cost of Rs.410.0574 Crores as per the Government sanction received vide G.O. (Ms) No. 185 RD&PR (SGS-II) Dept., dt. 16.11.2007. District-wise breakup of sanction of roads is provided in the table
below.

1.6.3 Brief Guidelines for selection of roads under RIDF
Following guidelines have been issued for selecting the road
works to be proposed under RIDF:
Bus Plying Panchayat / Panchayat Union Roads which are in bad condition, which lead directly and indirectly to or which are in the vicinity of the Anaithu Grama Anna Marumalarchi Thittam (AGAMT) Villages taken up during that year and also the link roads which are important to Industries, Tourism and from marketing point of view to such villages can be taken up under this scheme.
Strengthening of the rural roads may be taken up with minimum one layer of Water Bound Macadam (WBM) and Black Topping (BT).
The proposed improvements should conform to roadway width of 7.5 metres and carriageway width of 3.75 metres as per the Indian Road Congress (IRC) IRC-SP20 Rural Roads Manual. The carriageway width may be restricted to 3 metres where the traffic intensity is less than 100 motor vehicles per day.
Pipe culverts or slab culverts may be taken up along with the road works for proper drainage, wherever necessary. However, bridge works (i.e. total span exceeding 6 metres) should not be proposed.
- Road works of minimum length of 2 Kilometres each should only be proposed.
