Member of Legislative Assembly
Constituency Development Scheme is fully funded by the State
Government. The main objective of the scheme is to take up works to
bridge the critical infrastructural gaps in the Assembly
Constituencies. Under this scheme, each MLA proposes the works that
should be executed in his constituency. The District Collector gives
administrative sanction for the works. This scheme was introduced in 1997-98 vide G.O. Ms. No. 84, Planning & Development (SG-2) Department, dated 14.07.1997. The allocation per constituency has been increased progressively. Lastly, it
was increased from Rs.1.50 crore to Rs.1.70 crore vide G.O.Ms.No.90, RD & PR
(SGS.I) Department, dated 11.08.2009. 50% of the allocation
(Rs.85 lakhs) is earmarked for priority works specified by Government.
Out of the remaining 50%, MLAs can choose works of their choice not
falling within the list of prohibited works , which contains 14 types
of works.
During 2009-10, vide G.O.Ms.No.61, RD & PR (SGS - 1) Department, dt 16.07.2009, the following items of
works were held as priority under the earmarked component of Rs.85
lakhs:
Works to be taken up under the Tied Component of Rs 75 lakhs
Since a large number of Anganwadi Buildings, Noon Meal Centers, Noon Meal kitchen sheds, especially, in urban areas and to a lesser extent in rural areas are functioning in dilapidated buildings, a phased program of construction of new buildings for such cases have to be taken up. Hence each MLA should allot Rs. 10 lakhs for construction of Anganwadi Buildings, Noon Meal Centers, Noon Meal kitchen sheds from MLACDs in rural and urban areas and thus a total amount of Rs.23.50 crores shall be made available for such works in the State. This has been increase to Rs.20 lakhs vide G.O.Ms.No.125 RD & PR (SGS-I) Dept dt.10.11.2009. From the remaining amount of Rs.65 lakhs of the Tied Component, the MLA can choose one or more of the following works for any amount according to his choice, subject to the overall ceiling of Rs.65 lakhs.
- Upgradation of gravel/WBM Roads to BT standard.
- Renewal of badly worn out BT Roads (laying of BT layer only with filling up of potholes, if necessary.)
- Laying of Cement Concrete Roads.
- Provision of buildings and / or compound walls for Government and Local Body hospitals, Primary Health Centre, Government Veterinary Hospitals and also for Government Schools, Adi dravida schools, Kallar reclamation schools, Government colleges and Hostels.
- Provision of infrastructural facilities to Government special schools for the disabled and Government orphanages.
- Provision of additional burial grounds / cremation grounds as per AGAMT pattern in uncovered habitation in AGAMT Village Panchayats of 2007-08, 2008-09 and 2009-10.
- Construction of new houses and upgradation of kutcha houses as per IAY norms.
- Formation of new Public Parks.
- Construction of Public Toilets.
Works to be taken up under the Untied Component of Rs.85 lakhs
Under the untied funds, that is, from the balance untied component of Rs.85 lakhs, any works not falling within the ‘prohibited works’ can be taken up under MLACDS.
Negative List / Prohibited Works
The works which are (prohibited works) under the ‘negative list’ as per G.O.Ms.No.61, RD & PR (SGS.I) Department, dated 16.7.2009 cannot be taken up under MLACDS unless specifically included under the exceptions.

The
total allocation for MLACDS for 2009-10 is Rs.399.50
crores.
