The Government of India launched PMGSY on 25th December 2000 to provide all-weather roads, to all rural habitations with population more than 1,000 in the first phase and to all habitations with population between 500 and 1,000 in the second phase. This is a 100% Centrally Sponsored Scheme. In the first three Phases, Rural Development and Panchayat Raj Department has taken up 3,343.32 Kms length of road works at an estimated cost of Rs. 429.08 Crores. So far, 3,325.11 Km length of road works have been completed with an expenditure of Rs. 386.68 Crores. Under Phase IV, 787.97 Km length of road works, at an estimated cost of Rs. 112.65 crores were entrusted to Highways Department for implementation. So far, 770.40 Km length of road works have been completed with an expenditure of Rs. 99.41 Crores. Rural Development and Panchayat Raj Department is implementing the Scheme, under Phase V, and road works to a length of 799.69 Km at an estimated cost of Rs. 170.84 Crores so far, 793.39 Km length of road works have been completed with an expenditure of Rs. 160.65 Crores..

Bharat Nirman was launched by Government of India in April 2005 as a time bound business plan of Government of India for building rural infrastructure in the areas of irrigation, roads, housing, water supply, electrification and telecommunication connectivity.
Every habitation of 1,000 population and above (500 and above in hilly and tribal areas) would be provided with all-weather road connectivity.
As per the Core Network, ‘Through routes’ connecting farm to market are to be upgraded.
Funds under PMGSY (for new connectivity and Upgradation) and from State Government (for renewal) are being used to achieve the targets of the road components of Bharat Nirman.
Under Bharat Nirman Phase I / (PMGSY - Phase VI), MoRD sanctioned Rs. 465.64 crores to take up the New Construction / Upgradation of 818 number of road works, for a length of 2082.54 Km. Rural Development and Panchayat Raj Department is executing 524 number of road works for a length of 796.637 Km, at an estimated cost of Rs. 211.678 Crores. The Highways Department (NH) is executing 294 road works for a length of 1285.91 Km at an estimated cost of Rs. 253.957 Crores. So far, 552.24 Km length of road works have been completed by Rural Development RD&PR Dept. with an expenditure of Rs. 141.36 Crores and 437.513 Km lengh of road works have been completed by the Highways Department with an expenditure of Rs. 139.78 Crores.
Under Bharat Nirman Phase II / (PMGSY - Phase VII), MoRD sanctioned Rs. 858.99 crores to take up the New Construction / Upgradation of 1591 number of road works for a length of 3031.09 Km. Rural Development and Panchayat Raj Department is executing 1516 number of road works for a length of 2784.68 Km at an estimated cost of Rs. 809.83 Crores. The Highways Department (NH) is executing 75 number of road works for a length of 246.42 Km at an estimated cost of Rs. 49.16 Crores. So far, 55.45 Km length of road works have been completed by Rural Development RD&PR Dept. with an expenditure of Rs. 182.19 Crores and 29.35 Km lengh of road works have been completed by the Highways Department with an expenditure of Rs. 52.59 Crores.
